After arresting her own partner to prevent him from shooting a handcuffed citizen, officer Jessica Dawson (Suvari) is transferred to internal affairs and tasked with investigating two narcotics detectives (Jesse Bradford and Lochlyn Munro) accused of killing an innocent teenager during a drugs raid.
