After a fish farm claims a chemical plant is polluting their water supply, the plant hires lawyer Jackie Lung (Chan) to defend them and discredit their accuser.

However, after falling for the fishery's owner, Miss Yip (Deannie Yip), Jackie begins his own investigation into the factory's activities.

Enlisting the aid of a professional thief (Yuen Biao) and an arms dealer (Hung), the lawyer discovers the plant is a front for a drug smuggling ring, which the plucky trio sets out to destroy.
