Pocky Zhang (Wen Jiang) is the leader of a group of bandits, notorious for his exploits, but he has ambitions beyond being a mere highwayman.

When one of the men he attacks turns out to be on his way to a small town to take up the role of mayor, Zhang spots his opportunity and decides to assume his victim's identity and install himself as the leader of the town.

Once in his position of power, Zhang quickly sets about robbing the town's wealth, but his authority doesn't go unchallenged.
