In 1999, advanced robots called Labors are used for construction work and Tokyo's police department use Patrol Labors, known as Patlabors, to combat crime.

When Labors begin malfunctioning, Noa Izumi (voice of Miina Tominaga) and Azuma Shinohara (Toshio Furukawa) investigate and uncover a plot to infect the thousands of Labors in Tokyo with a virus that could spell disaster for the city.

With a typhoon that will amplify the virus's effects poised to hit Tokyo within two days, can Noa, Azuma and their team destroy the source of the virus before it's too late?
