The book contains 7 drafts of constitutions and constitutional projects from Russia from the late 18th  century to the in the early 19th century. In 1799,  Alexander Andreevic Bezborodko's draft for a reform of the Russian state marks the first step towards modern constitutionalism in Russia. Also included in the edition are the constitutional projects which were made under Tsar Alexander I 1801 and 1809, the "Draft for a Constitutional Charter of the Russian Empire" written by Nikolaevic Novosil'cevs 1818–1820 and the constitutional projects of the Decembrists in the 1820s.
