Intelligence and Arms Control : Challenges in Strategic Nuclear Force Monitoring

As a comprehensive analysis of the role of intelligence in the arms control process, this work focuses on two subjects that will dominate the US ratification process, cruise missiles and ICBMs, and the verification obstacles they pose.

Monitoring challenges are considered in light of historical cases, current verification techniques and the nature of compliance in an increasingly fragmented and unstable Soviet Union.
