Services for people with learning disabilities and challenging behaviour or mental health needs : report of a project group

Increasing progress towards care in the community has brought the needs of people with learning disabilities who have challenging behaviour or mental health problems into sharper focus.

Recent work in the Department of Health acknowledged the difficulties services experience in this area and indicated that service development was patchy and not always focused on meeting the needs of service users.

This report analyses four local services and, from the findings, provides practical guidance from which other local services could be constructed.
