This Bill both implements proposals contained in the White Paper 'Higher Standards, Better Schools for All' (Cm 6677), and makes provision to reduce the number of public service inspectorates from eleven to four.

The Bill places new duties on local education authorities to promote diversity and choice in the provision of school, to consider representations from parents about school provision and identify children not receiving education.

The will also be new duties arising from the Green Paper 'Youth Matters' (Cm 6629).

There will be new procedures for schools to acquire a foundation and changes in school admission law, which includes the banning of interviews.

There will be new powers for local authorities to tackle failing schools more quickly and an extension of the powers for teachers to discipline students.

A new body, the Office for Standards in Education, Children's Services and Skills will be created, which will bring together the remit of five existing bodies.
