Criminal Justice and Immigration Bill : explanatory notes

These notes relate to the Criminal Justice and Immigration Bill (HC Bill 1, session 2007-08; ISBN 9780215709165) which contains 12 parts and 23 schedules with provisions including: the introduction of youth rehabilitation orders (YROs), a new generic community sentence for children and young people; the creation of the post of HM Commissioner for Offender Management and Prisons, a statutory office of Prison and Probation Ombudsman to provide independent adjudication of complaints from offenders and immigration detainees and to investigate deaths of prisoners, including young people detained in secure training centres; measures to give effect to the European Council Framework Decision on the mutual recognition of financial penalties; provision for a new civil preventative order called the violent offender order (VOO); and measures relating to anti-social behaviour.
