Art. 3 provides that 'designated persons' are persons named in Council Decision 2006/379/EC.

UN note: This Order gives effect in the UK to Resolution 1373 (2001) adopted by the Security Council of the UN (28.09.2001) relating to terrorism and resolution 1453 (2002) adopted on 20.12.2002 relating to humanitarian exemptions
