The Health and Safety at Work etc Act 1974, and regulations made under it, are mainly enforced by the Health and Safety Executive (HSE) or by local authorities (LAs), according to the main activity carried on at individual premises.

This report starts by outlining the responsibilities of local authorities and then goes on to describe the liaison arrangements in more detail.

It then looks at some of the particular problems which were dealt with in 1989/90 and considers likely future developments. Part one describes the role of LAs in the enforcement of health and safety legislation, reviews the work of HELA during 1989/90 and provides some indication of future developments.

Part two contains case studies of some of the fatal accidents which occured in the LA-enforced sector an a special study of accidents to peripatetic workers.

Part three contains statistics and analysis on accidents and enforcement of the Health and Safety at Work etc Act 1974.
