The treaty event, Focus 2006: Crossing Borders, was held in conjunction with the High Level Dialogue on International Migration and Development, held at UN Headquarters in New York.

It provided an outstanding opportunity for States to demonstrate their continuing commitment to the central role of the rule of law in international relations.
