Suggestions for the action to strengthen disability prevention and rehabilitation within primary healthcare services are contained in this guide.

The activities suggested may take place within the context of a community-based rehabilitation programme, but such a context is not required.

Some of the activities could be undertaken by nurses within district health services, but rehabilitation and general health personnel should collaborate closely in this work.

The guide is intended to stimulate discussion and action to strengthen disability prevention and rehabilitation within district-level health services.
