Since the 1970s, Europe has been consistently afflicted by terrorism.

Recent positive political-military developments - the tearing down of the Berlin Wall, the democratization of Eastern Europe - have not diminished the threat of terrorism, and many of the outstanding roots of regional conflicts, like the Arab-Israeli confrontation, remain intact.
