This Bill will govern decision making on behalf of other adults who have lost mental capacity.

It covers a wide range of decisions on personal welfare and finance as well as decision-making by attorneys, a court or court-appointed deputies.

It also provides new rules governing research. It will replace Part 7 of the Mental Health Act 1983 and the Enduring Powers of Attorney Act 1985 and a new separate Court of Protection, with more comprehensive powers will replace the existing Court of Protection.
