Using interviews with those involved in addition to archive footage, the film revolves around events before and after the Hoe Avenue peace meeting in which Puerto Rican gang the Ghetto Brothers tried to initiate a peace treaty with all of the area's other, more violent, gangs including the Black Pearls, Savage Skulls, Turbans and Black Spades to end the prevalent street violence.
