This collection is exclusively devoted to guidelines or decisions relating to the environment which, while generally accepted, are still in the process of further development but are also nonetheless ackowledged to be at least morally binding: so-called "soft law". This rapidly developing body is extremely hard to keep up with, but must be taken into consideration when developing new local instruments.

The short-comings created by the lack of any soft-law collection have become more and more apparent.

It is an almost impossible task for anyone to keep abreast of all soft-law developments because of the considerable research involved.

This is the reason why the editors have been asked several times to undertake the task of compiling such a collection and to update it regularly. The documents in this book should not only help practitioners in the field, but will also enable students to follow, step-by-step, the developments in the decision-making process, from the "moral" obligations to the binding instrument.
